you are right your English is extremely bad. I don't have a freaking idea what you meant with the second and third point.

he meant find the installation of DotA2, primarily on C:\Program Files or C:\Program Files (x86) then on Steam\steamapps\common, then 570. Open Steam, and in Menu, goto Steam>Settings>Downloads>Steam Library Folders>Add Library Folder (huff,...huff,... so looong) and then find the folder where the games are in.
...but it still needs the "Empty Space" for it to "Re-Download" even if it is ALREADY downloaded. C*bal, Cr*ssfire, and many other games check files first before actually downloading the files needed...

Just reinstall your game in the same location where the old game installed but do not uninstall the old game. It will discover your old game while it create local game files

i found the solution ( it works for me ) :
Open dota 2 from the folder , in witch is installed and not from steam or desktop ... i hope u get what i mean
Like C:/Progrfiles../Steamapp../bin/...dota2.exe....

when i was launching dota from steam he asking me to install it again
when i open it by dota2.exe its work normaly
but when dota need update its need to update from steam which already don't see dota2 files

i had this problem and solved by

just clicked on install button
2nd step was "Discovering exiting files for dota 2"
and then he start to download the 8 GB game
when that happened and after he start the download i closed all steam and relaunched it
then the download is 8.2 GB / 8.5 GB
i think the 300 mb is the new update so he now see the game without the update file
and then it work normal again

sorry for my english

I cant believe this sh*t
game local file grey out
could not select the existing steam folder in steam settings
Tried installing and restarting steam soon after install has begun and guess what dota 2 is still installing. Now I have to f*cking download a whole 1 GB (my game was up-to date before this bug)
Guys an advice for all of you who still has this bug don install it it will randomly start downloading from some point mine was 7.5 GB/ 8.6 GB. Instead after running steam just start dota2.exe manually from steam folder it will run smoothly without any problem. Mine was also working but after reading some replies i made a mistake and started installing.
Good luck :)

I was having the same issue -
1. In the main menu of the Steam Launcher -> Upper Left corner (Steam) -> Settings ->
Downloads - > Steam Library Folders -> Add (And add the folder where are the Steam files
(my files are not in C, they are in E))
2. Back to Steam app, dota 2 -> Install (dota 2 will says detected the existing files)
3. It will be syncronized
4. done, u can play

Having the same issue, steam want me to install dota 2 again, even I already download it.
I fixed mine by
1.cut "dota 2 beta" folder from C:\Program Files (x86)\Steam\steamapps\common to anywhere on your desktop
2.uninstall dota 2 from the library
3.Go to store and search for dota 2, and it will say that dota 2 is already on your library
4.Install dota 2, and prompt saying where to install the file, dont install yet
5.now copy back the "dota 2 beta" folder where you cut it.
6.click install and wait for steam to verify the existing dota 2 files.
7.play and be a cancer again.
